"Exceed Material Monsters - 2 Level 4 Monsters"
When a monster you or your opponent controls declares an attack, you can remove a Exceeds Material Monster of this card to negate that attack. When this card is selected as an attack target when it has no Exceed Material Monsters, destroy this card.

Holy balls look at dat galaxy. Effect is pretty danged meh. I wonder why you can use it on your own monsters? If you attack into a D Prison or Cylinder?

Edit: It's seems that a lot of people aren't up to date with the newly revealed info on Excess monsters so I'm going to post an explanation here:

Exceed Monsters go into the Extra Deck and instead of having a Level they have a Rank which is displayed on the opposite side of where Levels are currently. So far the Rank has been shown to be equal to the Levels of the necessary Exceed Material Monsters. To Exceed Summon you need to have two (for now) face-up monsters your side of the field whose individual Levels must both be equal to the Rank of the Monster you're trying to Exceed Summon (ex. Rank 4 = Level 4 + Level 4). After successfully Exceed Summoning you take the Exceed Material Monsters and Underlay them under the Exceed Monster to be used for effects later.

Also for more added info

Exceed Monsters and Exceed Summoning:
- Exceed Monsters are coloured black, and reside in the Extra Deck.
- Instead of a Level, they have a Rank. This Rank is depicted as a row of stars extending from the left-hand side of the card (opposite to where the Level is normally depicted).

so 2 lv 4 = Rank 4 for which is the equvilant of a lv 8 monster O__O

Black and yellow, black and yellow....

The artwork is pretty bad ass, the card work itself seems a bit crappy. Why Yellow Text? The Yellow / Black stars look weird. Then again, if they chose to it as the text / star color would match the Attribute of the Excess Monster, than I guess I can live with it. They look a bit like Dark Synchros I guess. I don't get why it has No. 39 in the text though. Is this a sign of an Archetype or something, or will all Excess Monsters have this?

maybe it's because of the fact the frame is black then black text won't be able to see as well

Yes "Revise Dragon" has No. 17 in its name, and yellow text may mean that it is an Ultra?

About what I would expect from a card included in a Starter Deck, still gives access to a 2500 beater that works with Honest though.
