I lost because I ran this. Seriously. In Tag Force 5 no banlist I made a Disk Commander-Draw-Synchro-Junk deck and I end up decking out because of the insane amount of cards I drew in one turn. 

 

But yeah. Send it to the bottom of hell and lock it there.

You must be a pretty bad player to lose by deck out with this card, especially since it's an optional effect.

On-topic: Back when this card was legal, I ran it in just about every deck I had. Fairies? I used Athena to revive a monster and +1. Monarchs? I ran a weird deck that mained The Creator and abused the hell out of this with Disk Commander. E-Heroes? I ran it with The Immortal Bushi and Skyscraper 2. Dragons? Monster Reborn and REDMD. Lightsworn? Lumina, Wulf, and their version of Call of the Haunted. Zombies? Zombie Master, Mezuki, Book of Life.

The game's gotten only more revival heavy, with Dark Worlds, Level Eater, DoppelDandyQuickdraw, and I barely pay attention to the game.

tl;dr - No. Too many decks can abuse it.

This is to me, the stronger drawing effect in the game, with ease. As time goes on and the game grows, this only becomes better.

 

Even when it came out, there was:

Book of Life

Spear Cretin

Shallow Grave

Monster Reborn

Call of the Haunted

Time Machine

Premature Burial

Twin-Headed Behemoth

Vampire Lord

Manticore

Though only the bolded were very commonly seen, and 1 of the 3 was always banned at some point or another, so it didn't feel AS bad... well, at least not after Manticore was Limited.

I still like the design of what Marik's deck was hinted to be prior to the stupid evil alter-ego taking over and ditching everything for pain-looking stuff. It allowed extra monsters, had good defensive capabilities, increased your hand-size, and was able to repeatedly revive stuff, which are the exact things that the Egyptian Gods revolved around.

 

Oh, and when The Silent One lost, all the scattered cards of his deck were revealed to be more copies of cards he had already used, so I guess consistency WAS relevant in the anime back then.
