You can also Xyz Summon this card by using an Xyz Monster you control with an Xyz material attached that was originally a "Constellar" monster. (Xyz Materials attached to that monster also become Xyz Materials on this card.) Once per turn, during either player's turn, you can detach 1 Xyz material from this card, then target 1 face-up card on the field; negate that target's effects and shuffle it into the Deck. If this card is removed from the field by your opponent's card effect you can target 1 "tellar" Xyz monster in your Graveyard, except "Satellarknight Aldebaran"; Special Summon that target, then you can attach up to 2 "Constellar" monster from your Graveyard to that card.

Cosmic Blazar only exists by name in the anime; it wasn't actually shown or released in the real game.

And likely it will not.

 

However, let's see how this works out.

Must be Synchro Summoned and cannot be Special Summoned by other ways. This card cannot be destroyed by your opponent's card effects. Once per turn, if an opponent's monster declares an attack: You can target that monster; negate that attack. When this card is destroyed and sent to the Graveyard: Target 1 "Shooting Star Dragon" or a Level 10 or a lower "Stardust" Synchro Monster in your Graveyard; Special Summon it.
