Toffee.
To be fair, guys, the original Toon Mask was idiotically specific/situational. This one, however, is a vastly improved vesion, and I love it.
evilfusion
I like it! Even better is it being a Trap (well, Quick-Play would be best), so you can bypass the Toon summoning sickness by SSing during the opponent's turn. Still a teeny bit conditional, but still very, very nice.

Zauls
I really like this card. Its very useful and powerful but also involves player interaction to some extent. I think Toons have had enough support now, though.

Spinny
This is really strong considering the format. Usually will get any level 4 from a match against tellars Can get a gear golem from shads matchup cus of construct Can get a gear golem OR a level 4 from Qlis matchup Can get a gear golem or a level 4 from nekroz matchup due to unicore/valk

Blake
Toon Table to 1 within the next two banlists, then. this stuff isn't going to be top tier by any means, so i don't see why
CLG Klavier
Even though they're getting really silly stuff like this, Mimicat and Comic Hand, there's still the fact that Toons themselves suck really hard. Most of them are quite bad, and only thing you can really do well with them are Rank 4 plays...which a lot of the decks can do. They're just a Rank 4 deck with very strong themed support. Nothing too broken really.
Trebuchet MS
I've probably been miffed at a pure build that consistently pulls up Toon Kingdom and busts out Toon Gemini Elf and pals to pretty much kill within 3 turns.
Progenitor
Wow. This is actually pretty great. However it does bring up a few concerns: If you use this on your turn, the monster you bring out can't attack the turn it's summoned (unless you bring out TDMG of course), allowing it to be removed by your opponent next turn. However it does open up the doors for you to make something. But you can't use this card specifically for that reason, since the monster you bring out is almost entirely dictated by your opponent If you use this on your opponent's turn, then when your turn comes around it can attack, but since Toon Mask doesn't actually do anything to the monster it targets, your monster is left at a big risk for removal. And this is the problem that toons have. They were slow. But slow for 2 reasons. 1 reason was they they had a hard time spamming the board for big damage. The second reason was their inability to do anything the turn they set up, and so there is an enormous risk to your monsters should you not have Toon Kingdom out. This card helps out with the first reason. Now we just need a card to help the second reason and we will be good to go.

Yeah, MST can screw it over, but that's not the point.
