You want that cannot be targeted effect, right? This actually a pretty powerful effect. The only monster i know which has this effect is obelisk. OBELISK!! A DVININE GOD CARD!! I think it would be ok if its ATK were 2300 or 2400. But not 2800, there are 5 monsters which have 2800 ATK and more, and none of them has such a good effect.

This can be overkill, but...
