You can only use the effect of Dr. Frange once per turn.
When this card is Normal Summoned or Special Summoned: You can pay 500 LP; look at the top card of your deck, then put it at the bottom of your deck or reveal it and add it to your hand. If you added it to your hand, skip your next draw phase.

Rather cute. I like the way there is no once per turn, which is especially nice as it's searchable by Emergency Teleport and Overdrive Teleporter.

I am expecting a lot of people to use this as their avatars, it's goofy as hell. As for the card, I don't really see much use for it, you skip out on your Draw Phase for what is pretty much a draw. You could just have used Upstart Goblin instead really.

Turns emergency teleport into a +1 so it can help push for game at the very least, not amazing though.

Not gonna lie, this guy kinda reminds me of Professor Frink from The Simpsons.

I have no idea why.

Anyways, the first thing I thought of when I saw this guy was a cross between Kozaky and Magical Scientist. The effect is kind of strange, making you either place something at the bottom if it's something you don't want, but if the card is something you want and add it to your hand, you miss out on your normal draw.

Regardless, I kinda like it.

I mean, conceivably you could use this card's effect twice before your next Draw Phase, but then it would literally be Chicken Race with a body.

I suppose it can be run in a Rank 3 deck with lots of Graveyard focus, but... Well there aren't enough good R3s for that...
