This is just a theory, and probably a connection somebody already mentioned, but Simon and Chara being in cahoots would make some sense. After all, they've both got a bone to pick with Flowey, no doubt willing to show him who's boss. They're also the only two to have been "promoted" to Boss Monster, both of which coincided with Flowey being bumped down to a regular monster. Other than mutual revenge on Flowey, the question is what they could offer for one another.

Frank had always been a Boss Monster, hadn't he? Even if he wasn't, one key difference between Frank and Chara besides the latter's lust for power is that Frank, a monster-killing vigilante though he may have been, was a man of good sport. He didn't content lock anybody on the forum even when "killing" them - something Chara's done to four people - and Chara even forced others into unwinnable situations at least once. Frank and Boss!Chara share the shtick of killing other members, but otherwise are complete opposites.
